二、项目简介
蓬莱市已将临港加工业尤其是建材、石化、船舶、海洋重工等列为几大主导产业之一，同时也是未来几年着重培植和发展的产业。依托蓬莱新港和栾家口港两个港口，蓬莱打造了经济开发区和西城临港工业区两翼，该项目拟在西港腹地规划1000亩土地，建立西城重工业基地，重点发展化工、机械、特殊钢铁等重工业项目，同时依托港口优势，配套发展仓储、化工、塑料和机械、钢材等重工业原料市场及相关产业。基地现已实现“五通一平”，已有韩国永和重工、新加坡莱福士造船、青岛广源发等国内外企业落户。
三、项目建设的现有条件和可行性
栾家口港现有万吨级泊位两个，5000吨级泊位两个，另有一个60000吨油码头和50000吨造船码头正在建设之中。港口的对外开放以及从园区穿过的206国道和德龙烟铁路为化工企业的发展提供了便利的运输条件。它距离新发现的蓬莱19-3油田仅40海里，油田的开采，将为化工企业提供丰富的化工原料。西城临港工业区现已建成5万平方米标准厂房以优惠的价格对外出租、出售。2003年将有12万平方米的标准厂房投入使用。

Ⅱ. Brief introduction
Portside processing Industry, especially building material industry, petrochemical industry, shipping, sea heavy industry, is one of the pillar industries of the city and will be focused on in the following years. Penglai possesses two excellent ports, Penglai New Port (eastern port) and Lujiakou Port(western port) and the municipal government plans to develop two wings: the Economic development Zone and Westcity Portside Industrial Area on the base of the two ports. The project plans to set up Westcity Heavy Industrial Base on an area of 100 mu(about 6.67 hectares) in the hinterland of the western port to  develop chemical industry, machinery, special steel, etc. At the same time taking the advantage of the ports material market for heavy industry and relative industries can also be set up here. The base has perfect infrastructure (be equipped with gas ,water supply, sewage drain, cable TV, telephone and high quality highway) and many domestic  and foreign enterprises such as Yonghe Heavy Industry, Singapore Laifushi Shipping, Qingdao Guangyuanfa have already settled here.
Ⅲ. Present condition and feasibility
Luanjiakou Port has two 10,000-ton berths, one 5,000-ton berth, one 3,000-ton berth and a 60,000-ton oil dock and a 50,000-ton shipping dock are under construction. The opening up of the port, the 206 national highway and De-Long-Yan Railway which runs through the base make the transportation quite convenient. It is only 44 sea miles from the newly-discovered Penglai 19-3 oilfield. The discovery of the oilfield will provide abundant chemical materials for the chemical industries. 50,000m2 standard workshop has been built up in the Westcity Portside Industrial Zone for either leasing or selling with preferential price. 120,000m2 standard workshop will be put into operation in 2003.
